Any house that is currently for sale will have a spinning for sale sign on top of it. Once you have selected the house, and clicked on the Make Offer button you will be taken to the offer dialog. This will let you raise and lower your offer. Once you have set the price you want, you can click "Make Offer" again and the offer will be submitted.
If the offer is at least what the bank is asking then your offer will be automatically accepted. If it is less then the banker might accept, he might counter offer or decide that he doesn't want to do business with you on that house for awhile. The banker is a busy person and really low offers will be viewed as a signal to the banker the you aren't serious. Don't waste the banker's time with spurious offers or he will stop accepting offers from you on a particular property, at least for awhile!
